Cheryl Hamilton has written a beautiful treatise on her experience of Goddess. I agree with her that Goddess is "wishing happiness for everyone, just as a mother does for her sole, sweet child."
When that sweet child is threatened, however, Goddess transforms into anger.
The basic model for humans is the animal-mother model: Animal Mom has unconditional love for her babies -- but anger when those babies are harmed. And if Mom's baby #1 is harming Mom's baby #2, the perp (baby 1) gets taught the correct way to behave -- not punished.
